Job Summary

Our client is seeking an Electrical Commissioning Engineer. In this role, you will utilize your experience, knowledge, and expertise to perform required testing for facility commissioning and startup. You will participate in building test packages, assist in turnover coordination, equipment inspections, material management and quantities, quality control, and environmental safety and health.

 

Job Description

  • The Electrical Startup Engineer will support plant start-up and commissioning processes. The Startup Engineer will be responsible for managing electrical commissioning for their assigned systems and drive it to completion/handover. This will require coordinating with mechanical, instrumentation and control systems disciplines within the startup organization to complete all required testing from component level through integrated operation with the rest of the facility.
  • Completes testing per Company Corporate Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP), project-specific, and other procedures. Review completed test records, data sheets, procedures etc. to assure the requirements being met, including subcontractors test submittals.
  • Work Planning & Packaging
  • Analyzes assigned activities to determine the scope, time, and resource requirements.
  • Plans and schedules CSU execution activities including sequence and resource requirements for assigned areas of responsibility typically including complex evolution across multiple disciplines and functions.
  • Prepare test packages, reviewing engineering design, and vendor submittals.
  • Coordinate with Construction, and other Commissioning disciplines to complete all required testing.
  • Coordinate with and provide directions to supplier Technical Advisors (TA) to complete commissioning of vendor supplied equipment. Monitor supplier TA activities to ensure proper time charging (i.e. ensure Company is not charged for TA time spent addressing vendor issues). Plan work accordingly and control the expenditure of TA time to stay within the budget constraints for each PO, Report and document work activities on a daily basis, in accordance with applicable procedures.
  • Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. based on review of documents during development of the preoperational test procedures and executing of the commissioning to ensure all such documents are consistent; Prepare the necessary design change and non-conformance documents in accordance with Company procedures as required to document as-built conditions and/or properly resolve deficiencies.
  • Perform live electrical work in accordance with corporate procedures and guidance.
  • Using well developed interpersonal skills to interact closely and frequently with client management and operations and maintenance personnel while maintaining a level of commercial awareness that does not create adverse exposure to the project’s financial and schedule positions.
  • Reviews preventative maintenance procedures and schedules for maintaining equipment once it has been commissioned. Supports long term storage and maintenance requirements on equipment following turnover from construction to startup prior to when it is commissioned. Fully document these activities and submit permanent records for incorporation in the maintenance database.
  • Supervise and direct subcontract personnel as required to support commissioning activities, including Electrical subcontracts and technicians. Plan work with the subcontractors, monitor and control the work in accordance with the terms of the contract to stay within the budget and schedule constraints. Report and document subcontractor work activities on a daily basis, in accordance with applicable procedures.
  • Supervise field manual craft (including Union craft) as required to perform assigned tasks; monitor and control craft performance and be accountable for performance of the craft against the budget.
  • Turnover Coordination
  • Prepare system testing and turnover documentation including scoped documents, test records, test procedures and other required documents.
  • Participates in Construction to CSU and CSU to Owner turnover walkdowns for assign areas of responsibility
  • Interfaces with the Engineering and Field Engineer as required to support component/system turnover.
  • Manage closeout of punch list items.
  • Material Mgmt. & Quantities
  • Initiates requisition for field purchases and prepares quantity takeoffs of field purchased material and equipment.
  • Quality Control
  • Have a clear understanding of design information, specifications, procedures, in accordance with, codes, and regulatory requirements.
  • Performs and/or monitors testing of equipment to assure conformance with specifications and compliance with test procedures, that work methods are undertaken safely and activities are supported to meet schedule and cost.
  • ES&H
  • Prepares job hazard analysis (JHA), performs Field Level Hazard Assessments (FLHA), Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices.
  • Understand and follow NFPA 70E requirements for Electrical related work.
  • Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) in engineering, a hard science or mathematics from an accredited college or university, a current or previously held industrial or military license/certification/qualification in electrical work and 2-5 years of relevant experience or a sufficient number of specialized courses in an appropriate engineering or scientific discipline to meet the job requirements, or 6-9 years of relevant experience
  • Two to five years’ experience in the testing or maintenance of low to medium voltage switchgear, transformers and power distribution systems, experience with calibration of the associated protective relay is desired.
  • At least two years’ experience in supervising or managing craft electrical workers to perform commissioning or maintenance activities.

Skills Required

  • Required Knowledge, Skills, and Abilities:
    • ML2 is a vertical build (~400-foot tower) so physically challenging with extensive walking in and around a tight construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
    • Experience with low and medium voltage electrical systems.
    • Knowledge and understanding of engineering systems, applications of startup and operations; and previous experience in industrial Electrical Commissioning roles.
    • knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
    • Experience with Instrumentation & Control System Interfacing / Testing and advantage.
    • Experience with subcontract package development and onsite day to day subcontractor management.
    • Familiar with Work Authorizations, Permitting and Lock-Out, Tag-Out (LOTO) process and procedures.
    • Good technical writing skills
  • Minimum Knowledge, Skills and Abilities
    • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a NASA badge for access to the Kennedy Space Center.
    • In-depth knowledge in the areas of Electrical systems and knowledge of principles and practices related to sound design, testing, and operation.
    • Good knowledge of related safety, construction, and engineering practices and the economics involved.
    • Knowledge of industry and regulatory standards, safety requirements, and design criteria, specifically including energy isolation management (lock-out-tag-out) and NFPA-70E.
    • Skilled in standard software tools, including Microsoft 365 office suite (Excel, Word, and Access), to plan and track work progress.
    • Excellent written and verbal communication abilities, along with effective presentation skills.
    • Must be able to travel to manufacturing facilities within U.S. to support factory acceptance testing and other business-related meetings/activities.
    • Ability to cope with conflicting deadlines, frequent interruptions and multiple tasks.
  • Preferred Knowledge, Skills and Abilities
    • Previous experience and knowledge of Company Startup and Test procedures, programs, and processes.
    • Previous experience as a Company Electrical Startup, Commissioning and Testing.
    • Good understanding of project scheduling and performing system testing and commissioning and using automation tools such as Setroute and TeamWorks.
    • Previous experience in commissioning and testing scoping to understand system boundaries, create test packages, follow schedule, and procedure writing.
    • Previous NASA or aerospace Electrical commissioning and testing experience.
    • A good knowledge of NASA work methods, installation details and technical requirements.
    • Design experience to NASA communication standards and network architecture (including Allen Bradley DLR experience).
    • Experience with TeamWorks, Setroute, Smart Completions.

Education/Training/Certifications

  • Highschool diploma or GED.
