Summary
We are seeking a Purchasing Manager to join our team at Rouse Chamberlin Homes. In this role, you will oversee the purchasing and estimating process using the ECI Mark Systems software.
Responsibilities:
· Provides detailed estimates for all components of construction by taking off architectural blueprints and using negotiated unit pricing and verified vendor bids/estimates.
· Creates computerized budgets for individual houses constructed, using unit pricing or vendor bids.
· Assist the Director of Construction Operations and Project Managers with the recruiting, selection and contracting of contractors and suppliers.
· Actively work to expand the sub supplier network.
· Maintains all purchasing and estimating price files and project price books in a computerized database. and in notebooks.
· Maintains all options, lists, descriptions, pricing and creates new options as needed including custom options.
· Release Work Orders & Purchase Orders in Mark Systems to subs and vendors
· Works closely with the Design Center team for additions, revisions, make and model changes as well as price margins and changes for options.
· Maintains price changes for lumber and others as required.
· Maintains all master price files and job bids.
· Prepares and distribute bid materials for contractors and vendors including plans, community specifications, complete bid specification to include base house as well as itemized options to obtain complete and accurate bids for all new and existing communities under construction.
· Maintain all scope of work for completeness and accuracy.
· Prepare all contracts for signing to include master contact, scope of work, base house, and option price files.
· Leads and coordinates the bidding process, Project Managers will assist where possible. Reports progress and pricing to Director of Construction Operations.
· Assists in training of all field personnel to understand company purchasing/estimating computer system.
· Maintains price/cost analysis for all homes in all product lines; generates and distributes options margin analysis reporting every two months to the ECI/Purchasing team.
· Regularly analyzes costs of house designs and components between communities.
· Maintains and updates company specifications for each vendor.

Requirement
· Skills/Experience with ECI Mark Systems or similar ERP software
· Working knowledge of residential construction and costs
· Ability to provide a detailed estimate of parts and costs of a plan set.
· Excellent computer skills including Excel and Microsoft Office
· Very detailed oriented
· Ability to handle a variety of tasks and multiple priorities.
· Demonstrated ability to meet deadlines.
