Contracts & Grants Analyst – Rate Setting and Financial Oversight

Location: Harrisburg, PA with two mandatory in-office days per week.
Employment Type: Full-Time
Payrate: 30.00
Salary Range: 8 and to 4pm

The Office of Developmental Programs is seeking a highly skilled and detail-oriented Contracts & Grants Specialist to support fiscal oversight and compliance through contracts review, rate setting, and grants management activities. This individual will work closely with service providers, administrative entities, and internal stakeholders to ensure compliance with federal and state regulations, and to support the financial integrity of human service programs.

Key Responsibilities:

Contracts and Grants Oversight

• Review provider contracts for completeness, accuracy, and compliance with organizational and regulatory standards.
• Interpret service authorization standards and assist providers, Administrative Entities, and Supports Coordination Organizations with issue resolution.
• Review claim documentation for adherence to ODP policies and standards.
• Conduct annual and ad hoc claim audits, providing constructive feedback to stakeholders.

Rate Setting & Financial Analysis

• Load and maintain provider rates in state systems.
• Serve as the primary liaison with IT vendors during fiscal year renewals and service contract updates.
• Analyze provider financial reports to determine eligibility for exceptional rates in comparison to approved fee schedules.
• Review and verify cost report data related to cost-based rates.

Special Projects & Liaison Duties

• Communicate effectively with providers to resolve contract or claim-related inquiries.
• Draft and issue formal communications and documentation to service providers.
• Develop and implement criteria and procedures for special rate-setting processes.
• Evaluate current practices and recommend updates to align with evolving regulations and organizational goals.

Minimum Qualifications:

• Minimum of five (5) years of experience in budget administration , financial management , and grant/contract administration .
• In-depth knowledge of governmental administration , budgeting , and human services program management .
• Familiarity with federal and state regulations related to human services, including interpreting and applying complex policy and guidance.
• Proficient in Microsoft Office Suite and capable of using state and federal software systems in accordance with HIPAA compliance .
• Strong written and verbal communication skills ; ability to represent the organization in high-level meetings and public forums.
• Demonstrated interpersonal and leadership skills with the ability to work collaboratively across departments and with external partners.
• Experience in human service program and policy development , as well as strategic planning , is preferred.
