Lead Clinical Laboratory Scientist (Microbiology)
Summary
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties include, but not limited to:
The position is within the Pathology & Laboratory Medicine Service at the Corporal Michael J. Crescenz Veterans Affairs Medical Center, a large and highly complex Department of Veteran Affairs (VA) Medical Facility that performs over 2.5 million standard billable tests annually.
- The incumbent facilitates team or unit processes by working in collaboration with team members to ensure that tasks, priorities, goals and achievements are coordinated with the section supervisor.
- The Lead CLS is responsible for all aspects of operation in their area of specialty, including assignment of work responsibilities, workload management, and completion of assignments for staff at or above the FPL as well as preparation and maintenance of records and reports, analysis of testing methodologies, training, instrumentation, and compliance. The work performed can be in a variety of laboratory disciplines, such as bacteriology, chemistry (including endocrinology and toxicology), molecular biology, coagulation, flow cytometry, genetics, hematology, immunology, immunohematology (blood banking), mycology, parasitology, serology, urinalysis, and/or virology. Such positions include requirements to monitor quality control systems and measures; collaborate in the diagnosis and treatment of patients; and provide education for laboratory and other healthcare professionals, and others in the medical center setting, including the public.
- The CLS Leads a unit or team of employees performing work at the GS-7/9/11 level. S/he provides guidance and technical direction for accomplishing the work of the unit or team. S/he ensures the work assignments of employees in the unit or team are carried out.
- The CLS leads works with the supervisor in the assignment of functions to team members to meet routine and unusual deadlines and priorities. Assignments may also include laboratory test development or modification, method validation/performance evaluation, quality assurance activities, and/or providing consultation services to health care providers.
- The Lead CLS may act as a liaison to the supervisor and other departments/divisions of the medical center for the appropriate laboratory specialty.
- The Lead CLS monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities and guidelines set forth by the section supervisor.
- The Lead CLS must be familiar with and be compliant with all accreditation agencies in their department (CAP, FDA, AABB, JC, and IG). S/he applies laws, policies, precedents, regulatory, licensing, and accrediting requirements to establish, monitor, and maintain the specialized testing. In collaboration with the supervisor, assesses procedures and policies to ensure compliance with laboratory and Medical Center regulatory requirements and standards.
- The Lead CLS will revise existing laboratory policy and procedure manuals as assigned by the Supervisor according to regulatory agencies' requirements. They will develop policy and procedure manuals for new procedures.
- The Lead CLS will assist the Supervisor in administrative, management, staffing, and other Supervisory activities as assigned.
- The Lead CLS will attend meetings as required. They may be asked to participate in committees and assist in gathering information for committees. They may also be involved in laboratory process improvement projects. S/he maintains process control in a specialty area through a multifaceted quality assurance program.
- The Lead CLS will be responsible for all other related/collateral duties as assigned.
Work Schedule : Monday - Friday, 0800-1630 with rotating weekends and holidays.

BASIC REQUIREMENTS :
- United States Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education. A bachelor's degree or higher from an accredited college or university.
- Certification. Candidates must meet one of the certification options below.
- (a) Generalist certification as an MLS given by ASCP BOC or AMT.
- (b) Generalist certification as an MT given by ASCP BOR or AMT.
- (c) Categorical certification or Specialist certification by ASCP or AMT.
- NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer).
- Grandfathering Provision. Employees in VHA in this occupation under a permanent, appropriate, and legal placement on the effective date of this qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification where applicable. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply: (1) Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions. (2) If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be promoted.

- English Language Proficiency . Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f).
GRADE DETERMINATIONS. In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.
- Assignments. For all GS-12 assignments above the FPL, the higher-level duties must consist of significant scope, complexity (difficulty) and range of variety and be performed by the CLS at least 25% of the time.
- Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments.
- Lead Clinical Laboratory Scientist (Microbiology), GS-12.
- Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
- (A) Knowledge of medical technology applicable to a wide range of duties to solve complex problems involving diverse aspects of clinical laboratory practice.
- (B) Skill to maintain, troubleshoot, and repair laboratory instrumentation.
- (C) Ability to develop procedures for new tests, and modify existing procedures and methods to resolve problems relative to complex and difficult situations.
- (D) Ability to manage and coordinate daily work activities and assignments in a section.
- (E) Ability to provide or coordinate staff development and training.
- (F) Ability to provide guidance and technical direction to a wide variety of individuals including physicians, nurses, and other clinical staff regarding technical aspects of testing, specimen requirements and results.
Preferred Experience: 2-5 years as a Clinical Laboratory Scientist in Microbiology Clinical Laboratory.

The actual grade at which an applicant may be selected for this vacancy is GS-12.
Physical Requirements: The incumbent must be able to perform moderate lifting up to 20 pounds, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to four hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
