Infrastructure Financing Coordinator
This position will support DVRPC’s Greater Philadelphia Regional Infrastructure Accelerator (RIA)-Lower South initiative and other efforts to explore innovative project financing opportunities and/or delivery methods. This includes working with consultant support to identify, prioritize, and advance projects with mechanisms such as the Transportation Infrastructure Finance and Innovation Act (TIFIA) program, the Railroad Rehabilitation and Improvement Financing (RRIF) program, and/or Public-Private Partnerships (P3s). This position will advance efforts to establish a self-sustaining, scaled Greater Philadelphia RIA to potentially expand these efforts beyond the bounds of the Lower South Philadelphia area and across the region. The person in this role may also be asked to support other efforts related to transportation project delivery and funding/financing.
This is a grant-funded position with funds that are active through the end of September 2028. Extension is contingent upon funding and organizational needs.
Candidates should demonstrate knowledge and experience with innovative financing and project delivery methods. The work will include managing consultant work, grant management including writing progress reports, data collection and analysis, policy research, coordination with partners, development of communication strategies and messaging, assistance with stakeholder engagement activities, and relationship building with traditional and non-traditional stakeholders.
Work is performed in accordance with broadly defined objectives and professional standards under technical supervision of the Director of Regional Planning.
Responsibilities
Manage project consultant and review deliverables for accuracy, integrity, and consistency.
Establish and maintain technical standards and best practices for innovative finance and delivery methods.
Lead complex analytical and technical analyses, ensuring quality and accuracy of results.
Advise project and program leaders and division managers on innovative finance and delivery methodologies.
Mentor other technical staff and contribute to internal capacity building on infrastructure funding and financing.
Coordinate with external partners and internal units to integrate project components.
Prepare professional reports, visualizations, and presentations for management and stakeholders.
Identify opportunities for innovation or process improvement.
Perform related work as required.
Qualifications
Demonstrated advanced proficiency in project financing and/or project delivery methods.
Excellent analytical, problem-solving, and technical writing skills.
Demonstrated ability to translate data and research into actionable insights.
Strong collaboration skills.
Capacity for independent judgment and professional accountability.
Strong critical thinking, problem-solving, and communication abilities.
Requirements
To be classified as an RA IV, a minimum of seven years of professional experience in transportation, regional planning, policy, and/or finance is required. Such experience may have been gained from a combination of experience and training. A bachelor’s degree is required, and a master’s degree is preferred. Continued professional education or certification in an area of specialization is encouraged (e.g., AICP, PE, PMP, CPA).
