This is a Defense Industrial Base (DIB) Direct Hire Authority (DHA) notice open to the Public.
Duties
- Performs full range of overhaul and repair work to vehicles which are powered by gasoline and diesel engines, battery-electric motors or gas-electric power units such as warehouse tractors, scooters, mobile industrial and fixed industrial equipment.
- Overhauls engines by grinding valves, fitting and installing wrist pins, bearings, gears, pistons, rings, sleeves, seats, seals, etc. Performs major and minor overhaul of all types of standard and automatic transmissions.
- Performs preventive maintenance as required.
- Repair involves working on hydraulic, pneumatic and mechanical systems and controls.
- Inspects and troubleshoots equipment, servicing and making repairs including removing and replacing new or rebuilt assemblies, such as voltage regulators, alternators/generators, brake cylinders, etc., removing and cleaning fuel tanks and sparkplugs.
- Overhauls and repairs power and gravity driven conveyors, carousel sortation racks, gasoline and electric driven generators, compressors and welders, gasoline space heaters, pallet jacks, floor jacks, shrink ovens, and scales.
- Determines nature and extent of repairs necessary and replaces, reworks or refinishes worn or damaged parts.

- Must be able to obtain and maintain licenses and/or certifications required by the installation, federal, state, and local laws.
- Must meet the requirements specified within USCENTCOM MOD 18 Individual Protection and Individual-Unit Deployment Policy in relation to occupying a position at an overseas/deployed location within the CENTCOM area.
Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.
The SOE and minimum qualifications for this position is:
- Ability to do the work of a Heavy Equipment Mechanic without more than normal supervision: I perform the common tasks of the job to be filled but under close supervision, such as cleaning, disassembling, modifying, adjusting, repairing, replacing and reassembling of parts and equipment such as hydraulic lifts, specialized "reach-in" stock selector trucks, cargo transporters, hoisters various types of cranes and repairs hydraulic, pneumatic and mechanical systems and controls.
Physical Effort:
Is required to stand, stoop, bend, stretch and work in tiring and uncomfortable positions. Frequently lifts parts and equipment weighing up to 20 pounds and occasionally lifts items that weigh up to 100 pounds.
Working Conditions:
Works inside (with or without heating or air conditioning) and outside; occasionally exposed to bad weather. Works a majority of time on concrete floors and in dirty, greasy and noisy areas. Is exposed to the possibility of cuts, bruises, shocks and burns. Is subject to burns from acids, hot metals, flying metal splinters, eye strain, and severe temperature changes when working close to heat, then returning to indoor or outdoor work locations. Working conditions are a normal part of the job and are considered in the evaluation. While deployed may be required to operate a fork lift up to 5% of the time.
This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as (EE, NCE, etc.). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
